December 2004 Monthly Report

ALL LOCAL UNIONS

SYSTEM COUNCIL NO. 2

Dear Sisters and Brothers:

Another year has come and swiftly passed bringing about many changes.

On the date of December 1, 2004, we continued preparing our Section Six Notice and on December 2, 2004, a General Chairman’s meeting was held with our staff, the other System Councils and Director of Railroads Brother Ray Cobb.

On the date of December 6, 2004, I met with the Union Pacific Carrier and on December 7, 2004, myself and Brother Bob Ramirez met with Progress Rail concerning our expiration of the contract.  We were able to reach a tentative contract.  Brother Ramirez met with the members of Local Union 800 and went over the tentative contract and it was approved by the majority of the membership.  At this writing, we are still awaiting the final draft correcting the typographical errors and other corrections in the basic agreement and side letters.

On the date of December 20, 2004, I attended a friend and brother’s funeral in Lincoln, Nebraska.  Charles “Chuck” Faulder was the State Inspector for the State of Nebraska and worked hand in hand with the FRA up until becoming an investigator for the Yaeger law firm. He apparently had a heart attack while driving back to Lincoln, Nebraska, around Lexington.  He crossed the Interstate and ran into a semi-truck.  Chuck’s many years of experience and expertise and being able to advise us on matters of the FRA will certainly be a loss to all Unions.  Funeral notice is hereto attached.click here for notice

The Carrier commenced mailing the back pay checks for the Electricians on December 28, 2004.  Each individual only knows his hours and must use the formula that was sent with the Agreement to figure their own back pay and whether it is or is not correct.  If it is not correct, then they should contact the appropriate timekeeper to make the appropriate corrections with their verification of time and/or gross amount based on their previous pay stubs.  You may also obtain access to the agreement and three (3) page guideline formula on our new website at ibewsc2.org.

Again I encourage our members to use our new website to keep abreast of current happenings which will enable them to keep more current of the affairs happening.

This office is well aware of the happenings of the Carriers advising our brothers and sisters that they did not intend to work any employees during Christmas and New Year’s and then within a short period of time demanded everybody to work.  I can assure each and every one of our members that this issue will be staunchly addressed with the Carrier along with the other Organizations.

The undersigned reached an Implementing Agreement with the transfer of work from Oakland to Roseville.  Also, on the date of December 22, 2004, this office received notice of a transfer of work from Roseville to Stockton, California, for four (4) Electrician positions.  I will be meeting with the Carrier on this transfer in order to enter into an Implementing Agreement for protection for those affected employees.

On the date of December 3, 2004, I was able to reach an Agreement concerning the On Board Locomotive Diagnostics of Certain Electronic Components which will be covered by the Communications Department.  That Agreement is hereto attached for your ready reference, review and file. click here for the agreement

Also hereto attached is the Railroad Retirement Board Job Vacancies List for the month of December 6, 2004.  please visit www.rrb.gov for listing

I am also hereto attaching the November 2004 Financial Report for System Council No. 2 which is not to be posted or disseminated, along with this letter.

Wishing all a most joyous, healthy and a prosperous New Year to come.  With best wishes, I remain

Fraternally yours,

Vic Janecek
